Cathal Delaney Head of Team at Analysis Project Twins, European Cybercrime Centre (EC3), EUROPOL Cathal Delaney is the Head of Team at Analysis Project (AP) Twins, within the European Cybercrime Centre (EC3) at Europol. AP Twins is the team at Europol responsible for countering child sexual exploitation and abuse online and offline related crimes. He was recruited from An Garda Síochána, the Republic of Ireland’s national police agency, to Europol in 2013 as a Specialist, promoted to Senior Specialist in Victim Identification and then took responsibility for leading AP Twins in 2016. In An Garda Síochána Cathal provided investigative, computer forensic and technical support in what is now the Garda National Protective Services Bureau and also worked with the Garda Bureau of Fraud Investigation on computer forensics. In that role he has been a coordinator of the Europol Combating Online Sexual Exploitation of Children training course and also a trainer on that course for a number of years. He is the Support Manager on behalf of Europol to the Member States of the European Union in the European Multidisciplinary Platform Against Criminal Threats (EMPACT) Cyber CSE. He has been working at combating online Child Sexual Exploitation and Abuse with An Garda Síochána and Europol since 2003.
